In 1977,the World Health Assembly decided that the major social goal of goverments and WHO should be the attainment by all people of the world by the year 2000 of a level of health that would permit them to load a socially and economically productive life. WHO stated that this was the birth of the "Health for All" movement. There are great differences in health status between countries and regions and groups within countries in the world with special reference to the 3rd world. This is looked back and discussed a brief history of "Health for All" in the world. As I have interested the health problems in Latin America, particulary in Cuba that I visited in 1971,the improvement of people' health and health care in Cuba was observed and discussed by comparing those of many coutries in Latin America. Therefore, Cuban strategy and efforts for "Health for All" seem to be the better priority in health and health care in the third world, although there has been described about a tremendous deterioration inquality and quantity of services available because of three-decade U. S. economic embargo and because of the difficulty of trade relations.
