The power spectrum of many particles' systems described by generalized Langevin equations, which are derived from the Heisemberg equation by projection operator technique, is discussed from a statistical mechanical point of view. It is shown that the well known "1/f fluctuations "power spectrum is obtained in nonequilibrium state, in which the correlation of fluctuations among the particles is assumed to be less than in equilibrium state.
