In this paper the Kinetics of a plasma is investigated by expanding the motion in terms of the deflection of the particles from their noninteracting orbits. It is shown that this proceedure leads to the following results. At the first stage, the dressed particle picture of Thompson and Hubbard, and of Rostoker for obtaining fluctuations in a plasma is obtained. Rostoker's principle for obtaining two particle correlations in terms of test particle results is also obtained at this stage. At the second stage, encounters between shielded particles appear and the picture of Birmingham, Dawson and Oberman for computing bremsstrulung emerges. The usual Fokker-Planck equation may also be obtained at this stage. The treatment applies to the full electromagnetic field.
