This paper proposes an optimal load frequency control method for interconnected power systems using the output feedback control method together with the external power demand estimation. The proposed control possesses an area decomposition type structure and requires only the measurable state variables within each control area. The optimal control law is determined by minimizing a discrete-time quadratic performance index under the output feedback condition. Instead of using the integration of the area control error, load-demand variations are estimated by the power demand estimation mechanism based on the differential approximation technique and then are used for coordinating with the optimal control law. As a result, the proposed method provides a control system that satisfies the load frequency control requirements. Application of the proposed control to a 4-area longitudinal model system is presented and the results show that the proposed control is more effective than conventional tie-line bias control and integral-type optimal control
