The vital statistics, 1970-1979 Japan, were analyzed by age brackets of 0-19,20-44,45-59 and 60- with regard to the following three causes of death : (1) Isoplanar tumbling, (2) Tumbling down of stairs, and (3) Traffic accidents between cars and pedestrians. The age bracket in excess of 60 indicated a remarkably high rate of incidents regardless of the causes and conditions of death. A new τ-index (index of traffic environment) is derived and defined originally. Manipulation of the τ-index leads one to infer that there might be a ceiling limit in the effectiveness of the currently practiced amelioration countermeasure of the traffic environment in Japan for the people over sixty. Further significance, interpretations and applications of the τ-index are discussed.
