This paper describes the new mobile satellite broadband communication system developed for using at Korean peninsula and its surrounding sea range within KORSAT 3 coverage. This new system comprises of 3 different parts. First is the highly stable 3 axis attitude control tracking antenna developed for a small ship which can use only ultra small antenna under 50Cm due to the size of its container. The boat speed is easily over 35 knot and its other operating environment in terms of its movement is very severe. All these technical obstacles were solved by implementing the highly performing control device. The second subsytstem is the communication system using CDMA technology to meet the ITU requirement (728-1) of restricting the emitting power from the antenna, especially severe condition of spreading power of the small antenna. We got over 10dB power margin from the system. We also adapt the DVB-RCS system to solve the difficult demand of the usage of high speed video conference and internet access and effective band usage simultaneously. All these were integrated into the system systematically and achieved the successful system operation by one integrating NCS(Network Control System)
